DSL problem: maybe switch to another phone line!

Noise / Speed / Jitter are still an issue when I am on line. 
As you know the response time to track and fix are out of sync.
I have two Bell Lines, but only one is active ( for DSL  -   phone) connection.
What about making the inactive line a DSL connection. 
Then maybe all the problems will go away!
I got your called message the other day.

Between 9am to 11am "limited connectivity" could not get access to do any web activity
