IP speed problem has it's up's and down's

 Here we go again. its almost like Dialup
 

And the numbers still going up.

My ISP put an other request to "BELL"  and/to Check/Fix the line speed!

We pay top Dollar but only seem to get part of the service. 

Is there something that can not be said out loud to the end user?
